Chart + PHI viewing permissions

Anyone with a staff or clinician permission can see the full chart and PHI. Anyone without those permissions such as admins can only see demographics. Currently Akute doesn't have a permission level to allow a provider to create notes and not see the rest of the chart.

For Health Coaches: many clinics give their Health Coaches clinician-level permission so they can sign notes themselves but not prescribe medication.
