Medication permissions

All clinical staff and/or prescribing users have the ability to manipulate the allergy list and manipulate the med list (including marking as complete, error, re-print, re-order, add new, etc.). Users with prescriber or prescribing agent permissions are the only users who can take the final step of approving and sending the prescription to the pharmacy.
